What Do I Do About This Drug Situation With Children?

Question by G: What do I do about this drug situation with children?
Someone who is related to me has moved near me recently after her husband died, she is known for child/drug abuse by nearly everyone yet no one has really done much. She went to prison once before and not one person wants to do it again, anyways.

She brought all her friends and trashy people down here with her, the drugs (mainly meth and heroine I think) included. She is very involved with many other family members, abusive and I am afraid of what she is going to do, on a number of occasions she has hit and verbally abused the two children as well as other family members when arguing over how to treat the children and very clearly does drugs infront of them. I am unsure of what this is as well, but she has slipped a number of times on something called ‘K2’ which fits under a floor board yet is worth half a million dollars. I have thought about leaving anonymous tips on the Police website yet I am unsure, should I just try speaking with her or should I inform the Police via website/phone/etc? I also am quite unsure what category to put this in. :S
She is probably misinformed on the subject of ‘K2’, just felt it needed to mention it.
